- Modifying Wikimedia Commons' basic principle that: “Only free content is allowed”, for example to allow “fair use” (see Commons:Fair use).[1]
- Extending access to deleted content, for example to OTRS volunteers. See en:WP:Viewdelete.
- Disabling Hotlinking. On the costs and benefits of Commons allowing hotlinking, see meta:Meta:Babel/Archives/2008-12 #Proposal to disable hotlinking.

- ↑ Note that Commons is explicitly forbidden from creating an Exemption Doctrine Policy (required to permit fair use) under the Wikimedia Foundation's licensing resolution: “with the exception of Wikimedia Commons, each project community may develop and adopt an EDP.” At the top it notes: “[This resolution] may not be circumvented, eroded, or ignored by local policies.” Unless the Board changes its mind, we simply cannot do this.
