Categories are used to arrange all the files and other pages in Wikimedia Commons into a hierarchical, interlinked structure. In mobile view, they are hidden unless ⧼mobile-frontend-mobile-option-amc/en⧽ is turned on in Special:MobileOptions (this option is only accessible in mobile view). They are at the bottom of virtually all pages and are sometimes linked elsewhere in a page.
The top of the hierarchy is Category:CommonsRoot.
