Are you sure that P31 on Wikidata is not something merely for Wikidata items?

In any event, you cannot mark dozens of millions of photos on Commons. This is clearly a bot task (perhaps for Schlurcher's bot) and no one should try it as mass edits without bot flag. --A.Savin 07:15, 25 July 2025 (UTC)

"instance of" is indeed used heavily on Wikimedia Commons, and the vast majority of the time (for 43 million items) it is used to state that something is a photograph - see here. That said, maybe it's not that helpful to add additional "instance of: photograph" values. I really haven't done it that much - maybe for a few thousand items - and maybe even that was too many.
