Who gets it?
All users on first time they load VE, except if they are a GettingStarted user.
Required steps
Just a single one, displaying:
"You are using VisualEditor, a new way of editing MediaWiki. We hope you like it. Note that wikitext formatting will not work here."
"You are using VisualEditor, a new way of editing MediaWiki that doesn't require any wikitext, the special markup behind the scenes of a page."
… or something similar.
