In MediaWiki version 1.39.12 and earlier, you must invoke maintenance scripts using
Category:Maintenance scripts/pl#MigrateLinksTable.php
Category:Database maintenance scripts/plphp maintenance/scriptName.php instead of php maintenance/run.php scriptName.
