Флаг Харьковской области утверждён 11 мая 1999 года решением VІ Сессии Харьковского облсовета ХХІІІ созыва. Флаг двухсторонний. Лицевая сторона флага: прямоугольное полотнище с отношением ширины к длине 2:3, малинового цвета, в центральной части расположен герб области. Высота гербового щита = 1/2 ширины флага.
