Uploader has claimed the video under 3 different licenses (CC-BY-SA 4.0, OGL 1.0, CC-BY 3.0), I cannot find any evidence or indication of any of those license current in the source YouTube video. No I have not claimed 3 different licences. The licence was checked and corrected by BotMultichillT here nearly 5 years ago in December 2025; it added CCBYSA3. On the uploading date i added a YouTubeReview template and two licences (OGL and CC BY, as per policy) as can be seen here; and the licence was checked at that time. If they have deleted that licence since then is irrelevant. Nothing at all wrong in the above procedure, which in fact was advised to me in discussions in the Commons Tavern. Please remove the deletion template. I am still in touch with Welsh Government Comms staff, and could request that they reinstate OG licence; but feel that is not needed as it was in place at the time, and checked at the time. • I checked the file history, the CC-BY-SA 4.0 license was added by you when the video was first uploaded, seen here at the first edit . If it was added mistakenly (which I have assumed), that’s not a problem at all.
• I believe you when you said there were a CC-BY-3.0 license when you uploaded it (as most other Welsh Gov videos also have one), but I cannot find any evidence to verify that. You mentioned BotMultichillT “checked” the license at the time, but BotMultichillT does not “check” licenses, it is just a bot that adds license data to SDC based on whatever licenses was stated in the file page, so it cannot be proof that a CC-BY-3.0 license existed on the YouTube video at that time.
• I am not completely familiar with the extent of OGL 1.0, I know it applies to content on the Welsh government website (per this copyright statement), but do you know if it also apply to their Youtube videos as well?

I added cc-by-4.0 on upload. Template:YouTube CC-BY was later added, but the template name did not specify which version; i took it that it was a general one, as the name suggests. When viewed, yes, it generates v 3! So, yes, you are correct. Multi licensing is permitted according to this discussion on Commons Village Pump 3 November 2020 (UTC), before uploading. I was also told that 'Multi-licensing is fine on Commons', and that can be verified here where it notes Contributors to Wikimedia Commons can offer as many licenses for a file as they wish. The user exhibited a weird, potentially project-harming behaviour. Most, if not all nominated files are useless crops of extant Commons imagery.

• File:Locator map of Trinidad and Tobago (3D globe zoom).png may have additional copyvio issues, the globe silhouette is most likely already somewhere here as base for our locator maps, but I did not manage to track it down.
• File:Trinidad And Tobago in the Caribbean.jpg has moral issues. While it is legally fine to put a "own work" statement on a PD resource like File:CIA map Central America & Caribbean.png, it is showing kind of a en:WP:NOTHERE attitude by not stating the data source.
• I deem the stadium images problematic (on copyright grounds) as this kind of view is only offered by equipment and authorisations that are not widely available to the general public: a drone or helicopter overflight over crowded venues is only possible for accredited professionals. It could also be undeclared AI generated cruft by the look of it.

To sum up: The DR is mostly based upon an infringement of COM:SCOPE / COM:EDUSE with a few more contentious points stated separately.

As can also be seen from the other pictures, this is part of the applied art of the memorial and it is definitely part of a permanent public location. Therefor it is admissible per COM:FOP Israel 2A02:14C:5300:E100:A0E0:1C70:8D60:87A3 07:06, 12 June 2025 (UTC)

The issue is that COM:FOP Israel contains this advice: " Not OK for 2D works that were created for artistic purpose (only conveying symbolic information), like paintings." The nominated file is by all appearances a painting in 2D, not applied art like a tourist info map. FOP is always somewhat tricky when assessing a detail of a larger work, when the depiction of the detail occurs without any broader context evidencing the applicability of FOP. It seems like you interpret this painting as "created for artistic purpose", such as works of art exhibited in a museum. This was, indeed, the context of the referenced discussion with Dr. Presenti. The File:IHM Givat Yeroham 1.jpeg painting was not created for artistic purpose. It is a part of the decoration of a memorial viewpoint.

The Israeli law is very clear about paintings placed permanently in a public place. As was written years ago in Commons:Deletion_requests/File:HaMakhtesh_HaGadol_IMG_5985.jpg:

What I meant is the signatures or any official marks/symbols are not covered by the license. Particularly regarding signatures, it is protected if it has some level of creativity to be categorised as an artistic work. Also signatures of any high ranking officials, like that of the above, are meant to be censorsed under relevant laws to prevent forgery. For that, {{Presidenza della Repubblica}} was updates with a notice about that the license is valid if the file was uploaded to the website before 10 September 2024. Isn't this the same thing like Template:PD-US-dust-jacket? "A notice of copyright on the dust jacket of a book is not an acceptable notice for the book, because the dust jacket is not permanently attached to the book. I've done a little bit of digging. It seems that this photo is of this prayer card, manufactured by Cromo NB.

No idea who actually did the painting, however, going by this description of the company provided by the company, chances are they own the copyright regardless of who painted it.

However, I have also seen another variant of an 'original version' on a different prayer card in an ebay listing (not providing a link because ebay links are probably frowned upon even in these cases) - no idea who manufactured that prayer card though, so that's a dead end on the hunt for authorship.
