I wrote to the uploader (NOWNESS) in May 2016 to confirm the license. They responded:

Rights ownership varies enormously and it is case by case therefore we were not supposed to tag them with the Creative Commons license. That is a mistake that will get fixed asap.

I'd interpret this as them not having the rights to release the video under the stated license per the COM:PCP. czar 18:03, 2 February 2019 (UTC)
