Commons:Abuse filter/Automated copyvio detection
Abuse filter allows scanning uploads and stashed uploads for a number of rules.
Since April 2016 a set of new variables/rules (such as the size or media type of a file) and the possibility to scan the file description page during an upload is available, see https://gerrit.wikimedia.org/r/#/c/281503/.
