  1. Did you notified the original uploader rather than GifTagger?
  2. The original descriptions says at the end Previously p... that is veri lokely to mean Published. The original description at the English Wikipedia may contain the full source, so, is very easy to ask to a Wikipedia admin to get that infortmation.

 Comment Unused, uncategorized material... COM:EVID puts all this running around on the uploader (GifTagger), not on the deletion nominator. The system worked as it is designed to work. Ellin Beltz (talk) 23:06, 6 February 2017 (UTC)

Yes, this is not a tyranny, but you failed to nominate this file properly, and one of the steps is notifying the actual uploader (the human, not the bot). Other users (including admins) just folowed my advice and left the message to the actual uploader, but you refused to do that, so don't justify your mistake. --Amitie 10g (talk) 12:04, 10 February 2017 (UTC)
