English: Royal Museum and Free Library in Canterbury, Kent, England. Known as the Beaney Institute. Date of photo deduced as 1899-1914 because:

(1) The Beaney was built in 1899; (2) the halfpenny inland postage for postcards which is printed on the back became obsolete in 1918; (3) the postcard was printed in Dresden with British postage information, which makes it unlikely to have been printed after 1914.

However the building looks very new and pristine, so it's possibly close to 1899.
