Since the Doug flag is explicitly copyrighted with commercial usage prohibited (see its category page), any derivative work of it or an image of it in public display (which does not meet de minimis) is not permitted on Commons. I have thus nominated all images where the flag is either used in a derivative work (excluding those where {{PD-Shape}} would apply), or is displayed so prominently in the image it does not meet de minimis.
