PRIMERA FRANJA: Azul significa la atmósfera (del color cielo sin nubes) que cubre la zona del Catatumbo, fuente de oxígeno puro y de vida. Los ríos que se extienden por su territorio El Catatumbo, Tarra y Orú aportándole fertilidad a sus tierras. SEGUNDA FRANJA: Simboliza la extensa y espesa selva del Catatumbo que caracteriza la zona.
