This spiffy folk rag started out, also in 1903, by a different title and a slightly different arrangement as "Octagon Rag". A change of publishers to Frank G. Fite, also in Nashville, with a title mentioning then-president Theodore Roosevelt. Horace R. Dowell (1878-1925) did a good job with this well syncopated melody; it plus Octagon are his only known published compositions.
